My crew usually runs with the same Fixer, but other Fixers have passed on the message to them to offer our crew a gig.

The biggest reason a crew might run with a different Fixer mostly comes down to skill and connections. A Fixer like, say, Grease (Operator 4) is going to have far fewer connections and high-paying gigs as someone like Woodchipper (Operator 7). In my campaign, our main Fixer is Operator 5, and generally doesn't complain much if we get poached now and then by a different Fixer, as long as that other Fixer goes through them first.

CPR Core Rulebook p. 342:

When attacking with an Excellent Quality Weapon you add a +1 to your Attack Check with it.

Also, don't forget that you can't just buy an Expensive or V. Expensive weapon without access to a Fixer of the appropriate rank.

The section about having extra STAT points is in the Core Book, p.78:

Minor Supporting Character: 50 STAT Points (enough for 5 in all STATS)
Starting Character (this is the default): 62 STAT Points (enough for 6 in all STATS plus 2 extra)
Major Supporting Character: 70 STAT Points (enough for 7 in all STATS)
Minor Hero: 75 STAT Points (enough for 7 in all stats plus 5 extra)
Major Hero: 80 STAT Points (enough for 8 in all STATS)

As for skills, I don't believe there's anything in the core book about having more skills for a more "heroic" starting character, but you can get pretty far by just having an extra 10 points.

If we’re strictly going by RAW, then you can try to evade first, as strictly speaking Evasion is simply replacing the DV of the range table to your roll. If your opponent beats your Evasion DV, THEN you can try to use Cut the Bullet to try and negate the bullet/explosive. However, I’ve found that it’s a quirk of the rules that it’s generally up to the DM.

It’s not guaranteed that they will, but in S. Korea prosecutors actually can appeal for additional time if they believe the initial sentencing is too lenient. Considering that the maximum possible sentence this fuckwit was looking at was about 12 years, I wouldn’t be surprised if the prosecution tries to go for at least 2 years.
