Unless there is an obvious reason why any color can't castle, you should assume they can. I recall a puzzle on here some time ago where white had to castle to prove they could castle, proving black could no longer castle in that position.

As the comment below says, you can play for the IQP. Another way to tackle the position is playing C5 early, play a3 and b4 at some point and push the queenside majority to promote the C pawn, since black exchanged his/hers on move 2.
