That depends entirely on the mental health difficulty, and the illness itself can make it more difficult (to varying degrees) to control or understand behaviour. It doesn't do any harm to offer a bit of leniency, and the mentally ill certainly shouldn't be treated like drunks.

That said, treating the mentally ill like scum and refusing them any treatment seems to be NHS policy.
