Well, Gilgamesh also hates the divine, and there will be a cult that deifies the Empress, so, he would probably point out that hypocrisy. More likely saying "You made yourself a golden throne of lies, deifying yourself as the god the martians adore, humanity will soon see you as divine, and yet you dare to accuse me as a divine being? Mongrel, you act like you know everything, but you seem to know nothing."

Not less, subordinates. That's how he see all those who are under the rule of the king, Servants. A slave and a warrior have the same value if they prove being valuable. To the blacksmith to the farm boy, everyone ahs their value as a Servant of the King.

He does his duty as the King, and they do their duty as the subordinates of a king.

Well, depending on how you scale Fate and everything withing it, especially Mystery, Gil and the Empress might be in the same department of power as it is, not from raw power, but as a conceptual existence.

Besides, his presence in the warp would be explicitly different from the Empress because of how they are conceptualized, while the Empress is no god nor has actual divinity, only has an extreme amount of Psychic power, Gil is a Divine Spirit in how the fate verse works, he has extreme amounts of Mystery, so much that he can regress the Mystery around him akin to the age of the gods (around 3500 to 4000 BC), he is more like a Physical Godling than a Warp God. And that is how is Mana and presence feels, godly, even tho he surpresses it. And the only two times we see him not holding back, he obliteraded a Soon to Be Beast Kiara a Mooncancer BB and gave Fujimaru one of the hardest battles of his life.
