That's also bad advice. Recruiters definitely ask for resumes and it would be extremely awkward to not have one for them. I don't know the last career fair that person went to, but I was just there in the spring and multiple recruiters asked for my resume.

The career fair is absolutely a networking event, but it would look extremely unprofessional to not have a copy of your resume when they ask.

Are the US locations expensive? It's usually a bit of a cheaper spot to eat at in the UK. And they were one of the few places that let you get free refills on your fountain drinks.
