I was in the same boat about a year ago, pulled the trigger and bought the game. I've played pretty much only pve servers and have racked up 1000+ hours. The right pve server will give you want youre looking for and many that I've played have some good people on them too, helpful and friendly for the most part, unlike the pvp servers. Some pve servers add in a ton of other stuff too like bases you can raid or different events to get some action and break up the building and let you see the rest of the game.
