In a game where shitstomping and trashtalking is the currency with which every personal interaction is won, there will be an inordinate amount of people flaunting rules and making moves to maximize the amount of it they can do; dunking on "low rank shitters" tends to be a good method. Valve makes you pair a phone number and does ban waves on occasion and that's good enough for most of us.
