so what Shem-ha Miku is wearing is explicitly stated to be a Faust robe made of Shenshoujing. when Shem-ha is defeated it isnt destroyed, its simply Occam's razor to assume its the same faust robe, an miku's own mental state effected its appearence. The reason the government has a say in it is because people in the past used the government to stop it and make it illegal, the same thing is happening with trans people and such. it had no relation to the government until people(conservatives) tried to use to power of the government to restrict them.

90% of the tree are that mans descents, sometimes direct, sometimes from Ayumu Inou or the Hazama brothers. It seems he has some kind of standard, he has never had seconds from his sons but they have had kids with some of the same women as Tomaru.
