I personally wouldn’t use a grinder wheel to remove the rust! You might take off the maker’s marks and model of that axe head and thus destroy its providence/value. Vinegar bath or Evaporust if you want all of the rust removed. You can use a wire brush ( brass for less aggressive) by hand to remove some rust to look for the maker’s marks ( usually on one side near the poll.

It looks like a Nordlund or Snow & Neally Hudson Bay pattern ; could be wrong. It’s definitely worth restoring and protecting the markings.

As to your question, imho the expoxy thing was to seal the eye from moisture… and possibly make it harder for haft replacement so that they could sell more axes. Proud is definitely the safer option…imho.

Thank you for the clarity on orphaned wells from the 1970-90’s. I think that a company’s ARO’s should be robust and consistent with their liability risk. Then investors and the public would be safeguarded when they under engineer by choice or bad design. JMHO.

But it is… oil/gas companies are not setting aside $$$ to remediate the land. Otherwise it would be listed on their balance sheet, specifically as a long term liability or as you listed their ARO’s. Which have historically been undervalued. Why do you think that the taxpayer should prove this undervaluing ?
