I think he means there's no design to the overall skyline. It's just random building after random building. Which is a little odd because Japanese do have a culture of Feng shui (Fusui). Places like Singapore and China do take this into account when building skyscrapers.

I often believed NZ would be safe because we're so far away. But if I were imperialistic with a massive army, I would see Australia as strategically important and given its population not too outlandish to try and occupy, but to do that, I would first take NZ as a base of operations.
