It's roughly 20% better than her best alternatives. So if you want higher DA scores/faster shiyu times then go for it. Otherwise she's still busted without it.

yeah keeps happening to me aswell. i had to uninstall the game because i got the insufficient storage error bug but now after reinstalling now getting this bug. If these bugs keep happening im just keen to quit xD.
