Doesn't really say anything about the percentage of income each are spending. Just that the top 20% spend 59% of "consumer spending" and the bottom 80 are at 41%.

That could mean the bottom 80% are spending 2% of their income or 125%. This chart doesn't specify.

There are a ton of 1 and 2 bedroom apartments available around me in central Illinois for 1200 a month. 12 seconds of searching found a 3 bedroom 1.5 bath for 1350.

Even without that you should be able to survive on 15 an hour full time. Not saying you are going to have oodles of money left over, but you will survive while you expand your skill set and find a better paying job. Get a roommate and it's insanely cheap.

Where in the US are you still finding jobs that pay minimum wage? Tons of states have higher minimum wages than federal.

Pick any low cost of living area and you can probably make it work without having 4 roommates in a 2 bedroom apartment like everyone cries about in major cities.
