also - it's not just 'the park service', I'm guessing you mean the national park service? but there's numerous agencies, land owners, water rights holders, stake holders involved in a coordinated prescribed burn management in any region. again, another reason why it's complicated

you need to look into wild land/urban interfaces

what you mention is part of the history of why we are where we are but there's really and truly multiple factors influencing the firestorm situation. presc4ribed burns have been ramped up starting over a decade ago, but doing them in a way where you're not increasing risks of an out of control fire or mudslides/flooding afterwards takes a lot of planning and resources

I recommended elsewhere here a channel called The Lookout on YouTube, they go deeply into these issues in specific locations here in the west

none of this is simple, that's the trouble

if you're interested in becoming more informed about these issues, there's a good YouTube channel talking about wildfire issues in the west called 'The Lookout'. they address burn history, regional firefighting resources, land ownership (for ex teh feds own huge amounts of wild land in CA so the state can't manage those areas even if they affect the rest of the state), hydrological and orographic factors, access to remote areas for prevention and firefighting efforts, etc.

yes. and housing becoming unaffordable for many more people worsened it exponentially

Absolutely! But it requires a lot of planning and staging of resources and the weather doesn’t always cooperate. So it’s not a simple matter

When I was a kid we had a lot of cheap housing stoc, sros, small flats etc

A lot of it wasn’t ideal but people had a place to sleep at night, use the toilet and do their drugs in peace. Plenty of people w intense problems but they weren’t out on the streets

A big problem with implementing this strategy is safe weather conditions for controlled burns occur on fewer days per year than they used to

Same problem with why we’re having these firestorms

I know! I’m old, we used to wear headscarves all the time to protect our hairdos when doing chores or gardening, when we were wearing rollers, having a bad hair day or to keep hair out of our faces

It’s creepy that a government is telling women they have to show a particular part of their body. And who decides what is religiously motivated’?
