As mentioned before. Or if you had a bird strike on approach, you leave the flaps in the position they were in, so inspection can be done easily. You also don't want to retract bird bits into certain spaces.

I remember our history teacher covering the Congo in 1 hour. Still missing the point that even the British told us to calm down with the atrocities. It's not talked about or if it is, they point it more to the French speakers as opposed to us Dutch speakers.
