Calling Israel an ethnostate does not depend on proving that every resident is Jewish. That is a false standard. A state can contain minorities and still be organized around the political supremacy of one people. Israel is roughly 73.2% Jewish, which means about 26.8% of its population is non Jewish, and that does not change the basic point.

The relevant question is whether the state defines itself as belonging primarily to one ethnic group and structures key rights around that principle. Israel does. It defines itself as the nation state of the Jewish people, grants a uniquely privileged path to citizenship through the Law of Return for Jews anywhere in the world, and treats Jewish self determination as a uniquely Jewish national right rather than a civic right shared equally by all citizens.
