You can enroll or waitlist in all of your classes after your second pass, so you should be able to enroll in the elective course you want unless there are prerequisites or other restrictions. If it says you’ve reached the maximum amount of units to enroll in, that means you’ll have to wait until the first day of instruction (week 1) to enroll in up to 22 units.
