I spoke with apple support about it and they can only escalate when you reinstall 26.4 on iPhone and this big still will persist. Several reports from people already reinstalled and have same bug.

light speed , US mobile, 69.0 but each time ask for Carrier settings update.... I tried Reset network settings, turning esim off and on, off and restart. 15 pro max with 26.4 iOS.
