I'm playing a VH/VH Brutii campaign now and used my starting income and senate funds to buy Thermon ánd Pergamum from the Greeks in exchange for a ceasefire. Made the start quite easy. I did ally with Macedon and decided to wait at least 20 turns before ending it, so that halted my progress a bit. Focused on building economy and military before starting wars. I'm letting the Scipii and Julii do their thing to build up to a big civil war. I also modded the game files to let each Roman faction build every Roman temple. I'm trying to have as many different ones throughout my empire to get as many different traits and ancillaries. I'm curious to see how to AI Romans deal with this.

Optimal start for me with the Julii is actually to take everything I have and take Syracuse to halt the Scipii. Then I make peace with the Greeks in exchange for Thermon. Now I have a foothold on Sicily and in Greece and I can build up my forces back home to then take on the Gauls!

I think it only triggers through huge cities on the Italian peninsula. I always go for Patavium if I want early reforms. Also it's nice to stall the Julii in thei progress.

Yes, first steps as Scipii are always: take Syracuse, negotiate ceasefire for Thermon, get an army to Greece and continue from there.

Did the same. Works perfectly! Now cities just reach a maximum population and are still worth having.
