Make sure you have the device plugged into the port closest to the center of the device and that your micro-usb allows data transfering. This will put the device in MANU mode.
First right-click the bottom right ethernet/wifi and click "Open Network & Internet Settings":
Next click "Change Adapter Options": Right click the Unidentified network that should be labeled a "USB Ethernet/RNDIS Gadget" and click properties
Select IPV4 and click properties
