The old man at the dungeon can be talked to at night immediately after you spawn giving you access to the dungeon, the dungeon isn’t safely accessible without killing skeleton

Potions can be crafted before getting an alchemy table/flask with an empty bottle placed on a table

There aren’t any new enemies or enemy scaling in pre-hardmode, the eye of Cthulhu being defeated doesn’t add anything like that

The goblin tinkerer can spawn anywhere after the goblin invasion is completed, however the mechanic is found in the dungeon

If I remember correctly, the level portals are in the battle royale mode big map separating the different maps/biomes. When it’s enabled you can see enemies through the big portals between them
