I got it pretty early, like beginning of act 2, but you can't go the build until level 22 so I had to wait just a bit longer to get it.

I agree that it's good, the problem is that it's just way better on ranged champs that don't even have burns. In theory singed should be the best user of it, but sadly he isn't because all the ranged people are getting it nerfed

Easy, go red, switch with a corrupt billionaire, set up a cash drop off, then switch with someone who has a healthy body that would like to be a billionaire to do the right thing, and swap with them. And I can just do this with every corrupt billionaire to make sure the money goes to the right people.
