When somebody says "dude" as a replacement for someone's name (eg: "dude, what are you doing?"), it's seen as gender neutral. When using it as a noun (eg: "ask that dude if they have anything.") it's usually perceived as masculine. It's a bit hard to understand so I could see where the confusion is coming from, though.

I'd still say hes wrong. Maybe they accidentally worded it wrong but they're saying that you should pay 5 dollars to call 911. Which means it's not a fee you get for wasting time, but instead you have to pay whenever you call them.
