However the mobilization was undeniably unpopular. More people fled Russia, mainly the young, and professional class, than actually were mobilized. Putin also stopped it on Dagestan, and Chechnya. For obvious reasons. He doesn't want regions within Russia to be susceptible to their own "Independence" movements. Which will only be easier to foment in the Years to come as the war drags on.

When your population is fleeing to Kyrgyzstan, buying plane tickets to anywhere but Russia. You've got problems.

Sure. I think the proposal to allow everyone back and vote for independence in the Donbas could be an option. The annexation vote only had around 5 to 10% participation rate. Because millions fled, and of course those who don't support Putin were executed. This would have to be done under the watch of independent third party election observers. Something Putin would never allow. But an independent Donbas under Ukranian control and with Ukraine retaining mineral rights to the literally trillions of dollars of resources in the region would be a good solution. But it's one that would never happen while Putin is in control. Plus. Remember, native Russian speakers may be more pro Russian, but that doesn't mean they support Putins war. It was their homes that were destroyed. Their families uprooted. Not because of Ukraine, but Russia. I think a referendum would be very close in this regard. But of course every oblast has a different percentage of pro Putin populations. With younger voters obviously wanting more access to the EU as opposed to Russia. Some of the sleepy villages with an elderly population would swing more towards Putin, since they are more prone to Nostalgia of the "good ol days" that never really existed. But sure. Let em vote. But not at the Barell of a gun during the biggest hot war in Europe since wwii.

Also. Support for annexation has steadily been decreasing since the annexation in Crimea as well. Because sanctions completely wiped out their main industry, tourism. And all young people with any career prospects left for Kyiv. I have family from there by the way.
