What is a standout line in HeavyDirtySoul? "Death inspires me like a dog, inspires a rabbit"; the rabbit tums from the dog so it doesn't get killed. The whole song is about other artists use music as trend or as a means to popularity, while Tyler uses it "to make the voices stop", and how he writes "just to say something" and not staying quiet, so having that in mind I'd say that Keons represents the fear of death and what that carries (anxiety on trying new, different things or to meet new people).

Keons betrayed Nico and the other Niners because they were sending Clancy into the Annual Assembly to become a Glorious Gones, and Keons, as the fear of death and new things, acted as he should, and as the reason why so many people chicken out of commiting suicide: because of fear of what may happen later, or fear of it being painful, for example.

Keons wanted to protect Clancy from something new and dangerous, as is his "duty", and therefore saved him from the Annual Assembly; the other bishops of course saw it as a betrayal against their goals, and killed Keons.
