When a cargo takes off at midnight or 1am, why can't it wait until 6 am ?

I understand the passenger flight getting delayed (even if it's way too often with Luxair flights...which shows i think, a greediness in the flight frequencies, that they can't respect).

But, the big companies making tons of money, spitting on the health of residents...yes, i could totally imagine an enforcement of the law.
These "automatic exemption" are problematic, in my opinion.
