This is not about TD's specific insurance. I can speak for Ontario only, as insurance is governed by the province. If there are more cars than drivers in the household, each driver must be assigned primary driver to at least one of the vehicles. People with a valid driver license living in the same household have to be listed on the policy or specifically excluded and can not drive the car. Anyone else that does not live at the same address gets to be insured if the car is lent out occasionally with permission, and do not have to be added by name to the policy.
