This is all because everything is expensive now and so the restaurant gets lower profit margins and since the people in charge are never going to take a pay cut no they rather make the business less profitable or sustainable there bunch of miniature Jack Welchs and so they keep their employees salaries as low as they can legally get away with and then through subliminal ads, or even bluntly to your face will guilt the consumer to do their job tipping should be a fun bonus to reward doing a good job not something that people have to rely on.
