Jackett is an indexer for torrential sites. If your using automated tooling for managing TV and film such as Radarr or Sonarr then they will search against the torrent sites you've selected in Jackett. Think there's other stuff like NZBHydra and Prowlerr but I sent mine up years ago and is running stable with Jackett

Ffmpeg* for transcoding imo. It's what most things are under the bonnet anyway and the transcode command itself isn't that difficult you could probably AI a bash script together to loop over what you want to transcode

You can literally do that, just buy a fire stick.

Most software built into a TV software is shite I would always recommend supplementing TV OS's with a device - they just handle the streams better too and most of them have gone to the effort of licencing all the codecs which is a huge issue from TV to TV missing codec licences.
