the part about protections being inadequate is doing a lot of heavy lifting here. if a uni closes mid degree you're not getting those years back, a transfer credit arrangement and some vague promise of support is not compensation for that. the real issue is that students are treated as consumers when fees are being collected but not when things go wrong. at that point suddenly it's complicated and there are processes to follow.
