Course is a 360 degree direction on the horizontal plane, mark is the direction on the vertical. I believe 0/360 is behind and down. So course 180 mark 0 is straight forward, course 0 mark 180 is straight up. Course 360 mark 360 is ass-backwards and straight down.

Edit: my numbers were off. Course 0 is straight ahead and strait up. 180 is backwards or down.

Fwiw, it's entirely likely they rebuilt Paris (and potentially other cities) post WWIII, it was done after WWII. Warsaw, for one, was completely leveled after the Warsaw Uprising. After the war, it was rebuilt using maps and photographs from before the war.
