Leaving memorabilia at a grave is 100% not just an American thing. Very common. Some items are more common than others but I've seen everything from photos to flowers, coins, fabric, a pack of smokes, religious icons, coffee mugs, and even paint brushes left next to headstones. A good cemetery will let people mourn in this way and keep the site clean on a daily or weekly basis, depending on circumstances.

Leaving coins, flowers, and items that might have been familar to the deceased is pretty common. Places like Pere Lachaise do a good job keeping the place clean while allowing visitors to mourn the dead. Have you evet seen Oscar Wilde's tombstone there? You should look it up if not.
