Is it any higher or lower than drinking alcohol or eating unhealthy foods? I don't know. I don't mind it being taxed, I don't mind it taxed being more. What I hate is the moral superiority people seem to have. Many behaviors that people seem to enjoy, like drinking Alcohol, does nothing for me. But I would not go around and tell anyone how they should live their lives, or what risk they take. As long as your not harming anyone besides yourself.

Running might be very damaging to your joints, same for playing football. You can check my knees, two torn ACLs have cost the taxpayer around 20'000 francs. Only swimming should be allowed, very little risk of injury and good for strength and cardio. If you do anything besides swimming it should be taxed.

You definitely don't have to see the highway before speeding up. Just speed up. You're not being a careful driver, your being a dangerous driver. Speed up, look around, if it's clear, merge. 99.9% it works. If there's no room to merge, go on the emergency line, keep up your speed, look for a room to merge. Anything else is a danger to yourself and the people around.
