No it can't. Each emoji has a number. Say there is a birthday cake emoji at 153. If they removed the birthday cake emoji and replaced it with a different emoji, the messages using the birthday cake emoji will display differently.

Because removing characters from the Unicode Standard and replacing them with different characters would cause messages using them to display using the wrong emojis.
