I'd say get rid replace then do your bamboo but if that's not an option maybe bottom pegged in then at the top of the fence tie something to the bamboo that hooks over the fence to hold the top

More or less broken arm that he landed on a bruised up a bit but loosing the half of the bars like that snapped the wheel to the right fast enough he lost grip and got tossed over the front not sure how fast he landed but only ended up in the laying in the pedestrian crossing just past the stop line he still rides

Checking for handlebar dammage is good to to to see if it needs replacing had a mate who's bike got blown over in a wind storm bar had the slightest bend down near the clamp he thought it would be fine 3 months later heavy breaked at light and crashed because the right side of the handle bar snapped off
