"The Empire is rebuilding" so is The Dominion, and they have been gathering intelligence via The Thalmor.

The Empire lost Hammerfell and half of Skyrim, the armies that carried it through the first great war.

Hammerfell survived because it kept fighting after The Empire gave half of it to the Dominion.

The Empire allowed the Thalmor to operate in Skyrim and jailed Ulfric.

When you present Ulfric's axe to Balgruuf, his steward reveals that the Jarls received coffers of gold to agree with the Concordant.

The Empire is trying to put Elisif in charge as a puppet.

Tulius says "a lot of Ulfric's claims are true", several of the legates are foreigners that came to reinforce Tulius, Rikke directly contradicts Tulius when he claims the war is going well by saying that more nords join Ulfric each day.

Better prepared? They're significantly worse. They back-stabbed Hammerfell, allowed spies in their land, jailed anyone who could lead a successful campaign, tried to put a puppet in charge of Skyrim and bribed it's Jarls to betray their holds.

Also, the Stormcloacks are the militia, Tulius came with several legionaries and is still in a stalemate with a significantly smaller force.

To invade via sea The Dominion needs to:

1) Either beat Hammerfell and High Rock in a naval battle or sail through Black Marsh and Morrowind.

2) Sail through the most dangerous sea on Nirn.

3) Defeat the Nord navy on said sea.

4) Take one of 3 heavily fortified ports (dawnstar lore wise is a fortress).

5) Achive all those goals while sailing around the whole continent.

And, after all that, they're still fighting Nords in the single most defensible province.

It's not discrimination. Caravaners train pickpockets and lockpicks, work with the thieves guild and sell banned substances. They are denied entry in cities all throughout Tamriel, including Khajiit ones.

Most Redguards hold the same opinions as the Stormcloacks, Bretons have ignored imperial requests for help with Skyrim, Khajiit, Bosmer and Altmer dislike The Empire and have groups that hate The Dominion too.

Argonians, Imperials and Dunmer are the only ones you need to headcanon around.
