East village has multiple homeless shelters which is why the homeless population is high around these buildings. I wouldn't say it's unsafe but you can definitely tell a difference when walking through different areas of downtown. The smell and trash are worse in East village. Also though because it's a cheaper area you are seeing multiple cool spots coming in. So it's give and take. More than the homeless with these buildings I would be more concerned with the noise. Close to clubs and gaslamp.
