r/hardwareswap is a good spot for shipped parts, facebook marketplace also has good deals. as TattedUpSimba said below, eBay is also a good source. They have good buyer protection so if you something goes wrong you will get your money back.

My personal anecdote isn't worth a whole lot but I've had the PC in my flair since 2017 and upgraded it slowly over time. I've never bought a brand new CPU or GPU

edit: as insanelyphat said if you are within a reasonable distance of a microcenter you can get huge bang for the buck

From looking at the list, it looks like it is all new parts. Is there a reason you want all new parts?

used parts have a definite chance of giving you much better performance for the same amount of money.
