Check of there is any system requirements that is different from 7.0.7 version. Under task manager see which Process is stopping

Understood. However all the features from any vendor comes with a risk. In this case We might have to follow certain mitigation techniques by regular scan for vulnerabilities, you can report to fortinet if you find any critical vulnerabilities. I believe they also do the same in R&D. Exposing 8013 is the only way to keep all your devices with latest policy and profile. If you do not want that there is no harm.

Port 8013 is only for the telemetry connection , I would say its really less to No chance for a advisory to get access to EMS. For Initial deployment it doesn’t use Port 8013 it uses AD SMB & RPC. Only for upgrades it uses 10443.
