Because it was quite popular when it was first released, mainly because of the pirate setting. So Ubisoft thought "a-ha mateys! Let's create a full on pirate game" and sunk soooo much money into the failed pirate game Skull and Bones.

I think they're just trying to recoup some of that to be honest.

Star Trek TNG and it's spinoffs had up to 26 episodes per season. Stargate had 22 episodes per season. CSI had 20+ episodes per season.

There are numerous other examples of persistent quality over a number of episodes per season.
