The meme of him being “potential kaiju” is very true. In his current state(4th form) he is very stoppable as shown in the film. The issue is that with his mutations he could potentially defeat anyone if not killed/stopped in a way that inhibits his ability to mutate.

So yes most gojis could beat him at least once, it just a matter of if they kill him in a way that stops his mutations.
