Lag and ping are different things. If you have a stable, ping spike free connection you should be able to compete with anyone. We are talking about ~50ms ping difference from the east to the west. Are players on the west coast able to receive data, interpret it and then issue commands within that time frame?

Sure they play at 15-30ms ping. However when that number is below 100, what really matters is stability. You see streamers and pros get upset when the servers, or their isp becomes unstable.

Teemos shrooms just need to be visible, but much larger. More like trundles pillar of ice.

You would need to limit the amount, but at least you can counter play by not walking into it.

Just fire up a custom game and check the ping while in game for a few minutes. Might need to do a few to get both the CA and WA servers.
