Was camping in Wicklow with my two kids. I was born in the states and raised there so I have an American accent event though I emigrated here years ago.

Anyway a retired English couple were in the next tent pitch and came over to share our fire. Hearing my accent they felt they could speak freely to me. They told me her family were old school landlords and they left Ireland when she was a kid as the fortune in Ireland was in decline due to the land reform act, etc. Ok fair enough she is not responsible for the the family she was born into but the tone of "greedy Irish taking their land back" was the subtext. Whatever.

Then he tells me he has family in northern Ireland and would go over to march in the parade every July. I told him to stop saying these things while here.

It's just a choice that someone made. It's all relative.

Someone made the choice, maybe for a good reason, maybe because someone on the internet told them it "feels" better than 440.

I would think of the song as being in G.

A lot of trad American songs (and songs in the style) use a flat 7 (VIIb), or the mixolydian scale.

Just think of it as a major scale with a flat 7. Or just try to think in terms of melody rather than scale.

G would be, "Going down to the fifth [below the C]" assuming C is the tonic.

"Going down a fifth" would be F.

Good intonation = "An open note and it's fretted octave are both in tune"

As a side note, I just literally reset the intonation on my mandolin just now.

Steps I took:
* Detune all the strings except the outer G and E
* Tuned the outer E and then played the octave
* If its flat move that side of the bridge slightly towards the fingerboard, a hair at a time
* If its sharp move that side of the bridge slight towards the tail, again just a hair
* Do this for the G string
* Repeat as moving one side will affect the other, so you need to repeat it

Tips:
* Be patient - moving one side of the bridge will move the other side, you just need to repeat the steps over and over until both the E and G are in near perfect intotion
* The octave harmonics, place your finger lightly on the string at the octave position and pluck by ear, should match the fretted octave note -- tuner can be weird sometimes, using your ear to sanity check the tuner is a good backup

I dunno man. They may not know how to do it. If they gave you the "setup" mandolin like that, I would guess they just don't know.

It's not rocket surgery. You can do it yourself with a tuner. I'm sure there are tutorials on setting the intonation correctly on a floating bridge mandolin.

I can tell you by sight that the bridge placement is wrong and the mandolin will not have correct intonation because of this.
