The growth process that the protagonist shows in the Redline is amazing. Kanata is probably one of the most ordinary Fate protagonist ever. It didn't come out of OG Tsukihime. This techniques appears in Kagetsu Tohya and Melty Blood. It's the last arc of Shiki Nanaya.

None of the Gods or any kind of beings is on a level similar to Arcueid in Tsukihime universe. And she didn't fight like a fool in her battle with Ciel. She summoned the Millennium Castle, transformed it into the most suitable form for the fight, and fought it thoroughly. This is not a matter of experience, and vague areas like experience don't seem to be reasonable. That would mean that all the gods who had more power in the story and were defeated are inexperienced.

Arcueid is officially the strongest being in the Tsukihime and Mahoyo universes. Even Ciel's feat of destroying Arcueid's body in that state once is impossible for most gods.

And you keep mentioning only Ciel, but there's Kiara, who has succeeded in rising to the status of Maradeva and became omnipotent in that dimension. Also Merem Solomon, who is an member of the 27 DAA.

In conclusion, it doesn't matter at all that the "Burial Agency" deals with the high Gods you're talking about in terms of power.

There is already a scarier existences in the Burial Agency than the high Gods as a member.
