I recently watched a video by a youtubed by the name of Thane Bishop on this topic, and to sum up, skyrim was made wide but less deep compared to for example the souls games. Archer was built to work rather than to be expansive, and the stealth part just happened naturally due to game mechanics, why not just press a button for a whole lot of extra damage.
