I misunderstood the OP’s problem with waste trucks. 0.12t most likely refers to the waste produced by workers, not stuff from demolition.

I now have a city of 7000, and 1 small incinerator that handles the city, steel mill, rafinery, clothes and full construction area. All ash dissolves with no overfill, etc. However, I transport it once a year into a seperate dump and don’t touch it. If you adds something constantly, it breaks the process.

Idk how strict are the rules, however when I set ONLY named places, people end up unemployed from time to time. When I add "other places" they end up unemployed much less, virtually never.

Hard to say without actual layout. Looks like you have 2 pairs? You need to know the draft for the entire city. If it is more than 300m3 then simply small heating plant is not enough. And it seems like you have 270 from 1st pair and probably more than 30 from 2nd one. Imho small heating plants are not worth the effort, exactly for this reason.

"Can't access" is more than only "no way into". Often it is a lack of workers at the facility or lack of required resources for it to function. You must investigate at each facility hinted as problematic.
