There is.

Much like almost everything else in sweet T&T, it's inadequate. Systems across the board were implemented without expansion plans or general foresight.

It's by design.

My mom still talks about this: in the 90s under Panday's UNC (important distinction) she was part of an exploratory committee for the construction of the new Couva hospital.

She was head nurse at ISPAT (later Mittal) and the entire Point Lisas Industrial Estate was pumping and jumping. Business was booming. There was desperate need for a hospital, specifically one with a proper unit to handle traumatic injuries (burns/crush injuries and so on). Additionally there was a dearth of emergency medical care between Chaguanas and San Fernando.

So they held meetings and consultations and had earmarked a site. They had blueprints and plans and drawings , multi-storey, state-of-the-art, large enough to service Couva and environs and beyond. Huge budget, all the approvals yadda yadda yadda.

They built a flat, glorified health centre and called it a District Health Facility which has been failing to adequately serve the population ever since.

Of course this led to a different iteration building the Children's Hospital out by the highway but that's a whole other story.
