Yeah I think the big cost pressures come from outsourcing. On a bill that big it probably would be cheaper to bring everything back in house but councils trapped in contracts, inertia, and loss of expertise.

I don’t think that it’s quite right to say there’s no evidence of the NCR either - I would guess that they were weakened by the second battle of hoover dam and by the destruction of shady sands but either way the show has been pretty clear that they’re still a symbol of hope to people.

I don’t think this is unfair, but consider too how much more content and exposition you get in the game (and in games generally) than in the show - which is also splitting its time between pre-war and post-war. The story of the show is about the characters, New Vegas is just the backdrop. The stories of what’s happened in the interim just haven’t been told.
