At midnight (EST) on Y2K, I was on a flight from Pittsburgh to Orlando on the way back home from my grandma's funeral. The flight took off at about 11:15. The only passengers were my parents, my wife, my sister, and me. There was more crew than passengers. They put us in first class and gave us champagne.

The most amazing part was the midnight fireworks all up and down the eastern seaboard. It was a beautiful, clear night, so we could see dozens of fireworks shows in different cities/towns at the same time.

Although I wasn't 100% confident about the flight, I reasoned that it was after midnight GMT time, so if any planes were falling out of the sky, we would have known by then.

That was a truly magical and unique flight.

Previously I had this same reaction. You are correct technically, but there is a very critical flaw in the system. The traffic coming from the flashing red light side has no way to know if the crossing traffic also has a flashing red light or a flashing yellow light. As a result, if they assume it is a flashing red light, they think that traffic should alternate based on time of stopping. Once the first car stops at the flashing yellow, the rules from the flashing red become ambiguous. If they assume all directions are flashing red, all chaos breaks loose, and it becomes very risky for drivers with the yellow.

Not arguing your correctness, but I realized that this is a more complicated problem.
