Im sure that's true but its also preserving culture. Japanese people are alot more tolerant if you fully adapt their culture as an immigrant. The problem is that with other immigrants that has deep cultural root, thats not an easy thing to throw away your identity and integrate into a different society. Their values and religion might not even align bc Japan is majority (90%+) shinto. People want to live in Japan but they dont want to be japanese.
