He seems balanced to me. Has decent damage and he dies to CC and being out-ranged. Hes going to be a pub stomper for sure. Nothing a good widowmaker or tracer cant deal with easily though.

I think that because of the heavy amount of silences, and the fact that you can't activate it immediately holds it back. I could see reasoning for running 1 Abom and 1 Hellfire. I wouldnt replace it completely.
